Young People And The Affordable Care Act

One group who is among the biggest beneficiaries of the new health care law is those that are considered uninsurable due to preexisting conditions. This is due to the new law found within the Affordable Care Act that states that insurance companies cannot deny you affordable health insurance due to a preexisting condition (PEC).

This is largely due to the fact that these individuals are required to bring the rates down for everyone, by expanding the insured pool to create affordable health insurance for all. If these young men and women enroll within the actuarial pools to receive health insurance benefits, the young people will eventually pay more while the chronically sick and elderly will pay significantly more for their health care benefits.

Previously two programs, run by the federal government, provided this population with health insurance benefits prior to the complete rollout of the Affordable Care Act. These two plans were mutually exclusive-only one could be present in a state at a time.

These temporary programs were initiated and funded with the passing of the Affordable Care Act. For states that wished to not run a preexisting condition insurance program participated in a federally run insurance plan called Pre-existing Insurance Plan or PCIP.

Within a moderate amount of years, the state would be responsible for a majority of the new spending. Many states did not wish to participate for political or budgetary reasons. Most states that opted out of the new Medicaid expansion had Republican governors or Republican dominated senates or House of Representatives. These individuals were strongly opposed to the Affordable Care Act and wished to either repeal the act or strongly reform it.

If these young men and women do not opt in within several years, the system will likely become prohibitively expensive for those that are insured, the insurance companies, and for the government. This bill rests upon enrolling the young men and women of this country. If they do not, government subsidies will be insufficient to buy health insurance as it will still be too expensive as costs rise. By more people dropping out of the pool, insurance will continue to get more expensive until the system needs more reform.

The initial design was to allow individuals with preexisting conditions to sign up for PCIP or a state run program and receive benefits until January 1, 2014, to provide no interruption to active coverage. However, due to overwhelming demand, in both quantity of applications and quantity of subsequent claims, these stop-gap programs ran out of money and refused to accept new applicants starting on March 2013.

This is why the health and human services department of the United States has reached out to institutions popular within this key demographic. For example the Baltimore Ravens football team has agreed to promote and publicize health insurance benefits among young men and women in order for this bill to succeed.
