This tool involves the awarding of qualified designers who will take charge of the designing phase of the development and another different award to contractors for the construction phase. This is done through giving a brief description of what the plan entails, the expectations to be met including desired date and time for the whole plan to be completed. Thereafter, a request for proposal is done by the owner so as to get a detailed price proposal, design and scope of work.
