All workers must be forced to commit and adhere to this plan. Good planning results in a safer environment. All hazards in the work environment must be tracked. Employees of all ranks and cadres must be involved. If resources are spared at the strategy stage, they will have to be used in compensation and restoration after accidents have occurred.
